USING WCOCA RESOURCES
A work in progress

Version III, July 11, 2005

Overarching policy for WCOCA grants or donations should be that money needs to be raised seperately for this purpose. WCOCA cannot afford to give money from its general operating funds.

List of possible beneficiaries.
(of WCOCA fund raising)
Rated on:
Patron Accessibility ~ Publicity Value ~ Ambiance

Arts Consortium members

Woodstock Artists Assn.....% 8  of pie
Woodstock Guild.................. 8
Center for Photography......... 7

Maverick Concerts............... 5
Woodstock Fringe................ 4
Woodstock Poetry Festival.. 4
Woodstock School of Art...... 3

Other Attractions

KTD Buddhist Monastery....... 5

Upstate Reggae........................... 2
Woodstock Library..................... 2
Woodstock Chamber Orchestra.. 1
Woodstock Land Conservancy... 1

Sub tot................................... % 35  of pie

Grand total................. % 100  of pie

Therefore if, for example, I plug $5,000 of raised funds into the calculator, it would yield $3,400 for the Arts Consortium grouping and $1,600 for the "Other Attractions" grouping. Breaking it down into still smaller details, in this example the WAA would get $420 and the Historical society $93.

In a different example of how to divvy up $5000, names are put in a hat and, for example lets say the Winners were:

Guild
Maverick Concerts
Historical Society

Based upon each organizations rating, the Gestulator calculates out the following amounts,

Guild..................................... 2,648
Maverick Concerts......... 1,765
Historical Society......... 587

List needs further refinements by those more familiar with organizations and their publicity. Possibly Barry & Julian could pop over in front of my screen and tweak a bit more. Then when Pat gets back, maybe she and Wallace can do final tweaking before publicizing to a wider audience.

Explanation of method

Rating

  Simpler then it looks really.
One just rates the attractions until everyting makes sense both as:

-- Individual Organizations

AND
-- Together as overall picture

  Then clicks auto Calculate button.
If the numbers look out of whack, simply go back and re-rate till all looks reasonably fair and balanced.
Multiplier can be entered so as to generate total of 100 (percent) or to divide up any particular dollar amount. (See screen shot of calculator at bottom of page).

Rating Criteria
Rate: Low 1 ......... High 10

PATRON ACCESSIBILITY.... score
Open 365 days?................................. 10 ish
Open summer?................................... 5 ish
One weekend only?............................ 1 ish
By well conditioned hikers in fair weather during season? .... 0.1 ish

PUBLICITY VALUE
How much does org generate for greater Woodstock Community?

AMBIANCE

Organization makes the town more pleasant
i.e. Garden club plantings, Art Benches, Skate park (so kids have someplace besides center village)

ADJUSTMENTS
Plus or minus for special circumstances such as Poetry people are shoppers, Film Festers aren't, etcetera.

To qualify for list, an Organization must do one or more of the following:
Develop...
Encourage...
Promote...
Protect...
Extend...

In one of these areas:
Commercial
Professional
Financial
Artistic
Environmental
Civic interests
Beneficial laws
Provide a forum for the reflection of the sentiments of above....

Other ideas for Rating Criteria

Below are good ideas BUT, WCOCA has no reasonable way of confirming actual numbers for attractions.
ATTENDANCE
Estimated people actually attracted per year.

ATTRACTS BIGGEST SPENDERS

OTHER CONSIDERATIONS
Multiple Organizations such as Guild probably should be scored separately on this list. For example, Byrdcliffe is a somewhat different attraction then the Kleinert/James Art Center.

RATING DETAILS

A little hard to see columns in this format but will correct in final version. If anyone wishes, can send spread sheet or FileMaker version.

Screen shot of calculator in action. (for example)

Because it's hard to think of rating criteria that fits all situations, an adjustment field has been provided. For example, Village Green is accessable 24/7 and thus rates a 10 for "Patron Accessability" but, our taxes pay for much of its needed services, therefore its total was adjusted downward. (Again, this list and its ratings are just for example. Perhaps Pat and Barry can take half an hour or so in front of my screen and refine list and their ratings before we publish).

  Back to top of page.

Charity tax deduction vs. business tax deduction.
Is it worth WCOCA's while to get into the complication of holding seperate fundraisers in hopes that the charity deduction will attract substantialy larger donations?
Because it may often be more conveinient for WCOCA to do a single fundraiser which disperses money to both charity type non-profits as well as business type non-profits, we need to evaluate the possible reduction in total funds raised because donators cannot take the larger charity tax deduction.
